Stay in Nice if you're coming without a car. It has the beach, the old town, the train and the airport on one side of town, and a stroller can do all of it. Stay in the hills above the coast if you have a car and want a pool and a kitchen more than a boardwalk. That's the whole decision, and the hotels below are sorted by it.
The Riviera has plenty of glamorous hotels that kids are merely allowed into. This page skips most of them. What's here has something a family can use: an apartment with a stove, two rooms with a door between them, an indoor pool for the days the weather turns, or a playground and a sports court on the grounds.

Nice is the easiest Riviera base with kids and no car. The tram, the station and the promenade are all flat, and the beach is a walk away from either of these two. What you give up: neither has a pool, so the afternoon break is the promenade.
